Data Bank Overseer is a hidden achievement. As it notes in its description, players need to have at least 9,999 Cosmic Fragments when they clear Simulated Universe: Swarm Disaster . There are numerous ways to achieve this - though it will still require a strategy - and it's far less reliant on RNG or skill than some other hidden achievements in Honkai: Star Rail .
To complete the Data Bank Overseer achievement, players must first make sure that the first Curio they get their hands on is the Genius Society Gossip Curio. Managing to get other fragment-related Curios like Silver Coins is also a massive help, but without the Genius Society Gossip Curio, the run will rely far too hard on pure RNG. Attempting to reset runs for Anime game missions certain Occurrences may also need to be done, as some Occurrences - such as the IPC Banking or the IPC Promotion Saga Occurrences - will also be of massive help when it comes to gaining fragments. Focusing on Adventure domains will also be of help, as they're more likely to give the player Curios for managing to complete them.

Alongside being hidden, this achievement has one of the vaguest descriptions, making it especially difficult for players to know what they should do to unlock it. It can be even harder if players don't have both Boothill and Aventurine, though there are at least a few more days left in the 2.2 update for players who already have Aventurine on their team to unlock this achievement in Boothill's trial.
To unlock this achievement, the player needs to trigger Aventurine's 'Skill 1' voice line and Boothill's 'Battle Begins: Weakness Break' voice line in the same battle. However, even this is slightly confusing; as Boothill's voice line is called 'Battle Begins', Anime game Money Guide players may assume it can only be triggered after breaking an enemy's weakness immediately after the battle starts. However, this is not the case - all that needs to happen to trigger this voice line is for an enemy to be weakness broken by any playable character once Boothill starts his turn. Aventurine also has two possible Skill voice lines that can trigger, so players will need to ensure the correct one is said. Once Aventurine says, "Going all in. Tab's on me." and Boothill says, "Don't worry! This one's on me.", players should get the achievement.
