Like with any new technology, the attempts at regulating Bitcoin have been difficult. The obvious starting point here is that Bitcoin - albeit, 12 years old, is still a new and exciting technology that is still well in its infancy. A lot of the features I've mentioned here have been added to Monero since its founding.
